    "content": "Thank you, Hon. Speaker. I want to add my voice in supporting this Report of the Budget and Appropriations Committee. I would like to remind the House that this is the last Budget that we will pass as the 11th Parliament. There are realities in terms of the environment we are operating in which we must always keep in sight such as the political environment. We all appreciate the fact that as a result of this being a political year, we will have a bit of risks in terms of Budget implementation. What that means is that as we move forward, it is important that we always keep on analysing and assessing the political environment. The Chair of the Budget and Appropriations Committee and the Leader of the Majority Party have spoken about the good things about this Budget. I will focus more on areas which the 12th Parliament should focus on in terms of how to process Budgets. This is for those who will be lucky to be there. In terms of adherence to the Budget Policy Statement (BPS), this is an area where we have faced challenges in the last four years. As a House we come here, pass the BPS - which in some countries is actually taken as law - but when we come up with our annual estimates, there are challenges in adhering to those ceilings. This is an area which, as a House, we really need to improve. The other area is what we call the medium term budget framework. Some of these things are too technical for you guys so you better just listen and stop interrupting my contribution. There is what we call the medium term budget framework where you find every year, you have three years of what we call the rolling budget process. What happens--- Hon.
