    "content": "Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I am sorry my card seems not to be working and I was just waiting for this opportunity. From the outset, I join my colleagues in thanking the Chairman of the Budget and Appropriations Committee. He has been chairing this Committee under very difficult circumstances for the last four years that we have been in this august House. I thank the last two speakers, Hon. Manje and Hon. Ochieng, for raising an alarm on the aspect of agriculture and food security. I have been chairing the Departmental Committee on Agriculture, Livestock and Co- operatives for the last four years and I want to raise a red flag this being the last Budget for this august House because I do not know how many of us will come back to the 12th Parliament. It is really pathetic that the agriculture sector which has been the backbone of our economy for the last 50 years has been given peanuts. It got less than 0.5 per cent of the GDP of the country. I do not know who deserves better allocation of resources in this country than this sector."
