    "content": "Thank you very much, Hon. Temporary Deputy Speaker, for this opportunity to contribute to this debate on the Budget Estimates for the 2017/2018 Financial Year. First, looking at the new Constitution and the timelines that we have come up with, the issue of the Budget is becoming extremely tricky. You can see we are now discussing the Budget and a month from now, most of the Members of this House will be carrying out nominations in their political parties. This basically means that right now, most Members are out there seeking for votes for re-election. The timing of this discussion is already a problem in the Constitution that needs to be looked into as we go into the future, so that we do not have a situation where very critical issues of utmost importance for the nation are discussed in an empty House. That is one thing that we need to look into and find a solution to. When elections are around the corner, most Members, even if they are in the House and are contributing, will obviously be distracted by the political atmosphere in the country, which is extremely vibrant right now. That is one of the issues."
