    "content": "Assembly Bill No. 25 of 2016) and the Public Finance Management (Amendment) Bill (National Assembly Bill No. 4 of 2015)- Hon. Senators,I wish to report to the Senate that, pursuant to Standing Order 40 (3) and (5), I received the following Message from the Speaker of the National Assembly, on 17th March, 2017, regarding the passage, by the National Assembly, of the Public Private Partnerships (Amendment) Bill (National Assembly Bill No. 25 of 2016) and the Public Finance Management (Amendment) Bill (National Assembly Bill No. 4 of 2015)- “PURSUANT to the provisions of standing orders 41(1) and 142 of the National Assembly Standing Orders, I hereby convey the following Message from the National Assembly- WHEREAS, the Public Private Partnerships (Amendment) Bill (National Assembly Bill No. 25 of 2016) was published vide the Kenya Gazette Supplement No. 96 of 24th June, 2016, to amend the Public Private Partnership Act, 2013, by making provisions to recognize county governments as distinct contracting authorities for public- private partnership projects; AND WHEREAS, the Public Finance Management (Amendment) Bill (National Assembly Bill No. 4 of 2015) was published vide the Kenya Gazette Supplement No. 15 of 12th February, 2015 to amend the Public Finance Management Act, 2012; FURTHER WHEREAS, the National Assembly considered and passed the said Bills with amendments in the form attached hereto on February 16, 2017 and February 21, 2017 respectively; NOW THEREFORE, in accordance with the provisions of Article 110(4) of the Constitution and Standing Order 142 of the National Assembly Standing Orders, I hereby refer the two Bills to the Senate for consideration”. Hon. Senators, this Message was received at a time when the Senate was on recess and pursuant to standing order 40 (5), I transmitted the Message to every Senator, vide letter Ref. SEN/L&P/MSG.2017 (04) dated 21st March, 2017. Pursuant to Standing Order No. 148 which requires that a Bill which originates in the National Assembly be proceeded with by the Senate in the same manner as a Bill introduced in the Senate by way of First Reading in accordance with Standing Order No. 129, I direct that the Bill be listed for First Reading, tomorrow, Wednesday 29th March, 2017. I thank you."
