"content": "Thank you, Madam Temporary Speaker. I rise to second this Motion. I appreciate the speech that was delivered by His Excellency the President to the nation in the National Assembly Chamber a few days ago. In the State of the Nation Address, he highlighted the developments and achievements of the Jubilee Government in the last four years. Articles 10, 132 and 240 of our Constitution allow the President to address the nation once every year or at any time in the course of the year as he may find it fit. He is expected to talk about national security, measures taken and the progress achieved in realization of national values that we have had since we became a nation. As mentioned by the Mover of the Motion, the key thing that he talked of was the devolved system of governance that has been witnessed for the last four years. Although it is at the initial stages, the Constitution talks about sharable revenue being at a minimum 15 per cent. Our economy is strong and it is growing. The President said that it has risen from 15 per cent to 34 per cent. We need to appreciate this. However, the last audited accounts were done three or four years ago.
