"content": "percentage to go up. Our economy grows every year, thus, the percentage should also grow. He talked about the conditional grants. However, I feel these grants should be increased. The Government needs to work with development partners to see to it that as many counties as possible get these conditional grants for health, roads, water and many more. This will help avoid a situation where we only look at the sharable revenue. He also talked of the transfer of funds. He said that the transfer of funds must be timely. It was great for the President to mention it. This is because in reality, the National Treasury delays a lot in disbursement of these funds to counties. They must follow the directives of the head of State. As I speak, it is sad that some counties have not received their monies for the last two or three months. The latest disbursement was done at the end of January. It is a challenge for governors to run their counties if they do not receive money on time. Therefore, since he has told Kenyans what has been happing in the past, I urge the relevant government agencies to make sure counties are not starved of funds. We heard of some of the development his Government has achieved in the last four years. He gave an example of Wajir County which has now few kilometres of tarmacked road for the first time since Independence. We have heard and read in newspapers of various development projects implemented by Jubilee Government since they took over. So many things have been done by this Government. Whether they are going to last or not, it is another thing. Each county is initiating development projects. This is good for the country. The President also talked about building new stadia in the country. He singled out Uasin Gishu and Narok counties. In the Jubilee Manifesto, a lot of stadia were to be built. I do not know whether they can still be built in the next four months remaining before we go for elections. It is key that the implementers of the Government agenda read between the lines. Whoever was in charge of this, such as the Cabinet Secretary and the Principal Secretary, need to internalize and budget for some of the issues that Kenyans voted for. This is because these things will be required at the time of the presentation or marking of the score card at the end of the five years. We were expecting one of the stadia be built in West Pokot County, but we are yet to see it. I want to give credit to the Kenyan team of athletics for their sterling performance in Uganda. Two of the top three girls come from my county. I want to congratulate Cheptai and Aprot for what they did. If we had a stadium in my county, more talent would have been tapped. The President went to Turkana County and launched something that we have all been yearning for, the Government driven livestock insurance and compensation programme. West Pokot County and other counties that keep livestock are waiting for that programme. I wish this programme could be fast-tracked and rolled out across the counties that keep livestock, particularly now that we are experiencing drought and other challenges in the North Rift. The President also talked about what the national Government has done in regard to the provision of street lights and power to many households. Street lights have been provided in county headquarters and to 36 other towns.
