"content": "Mr. Temporary Speaker, Sir, why are we sliding back to the Nyayo years? We miss the NARC Government. We miss the Coalition Government. We miss former President Mwai Kibaki and the former Prime Minister, Hon. Raila Odinga. I remember when I was the Minister for Planning and National Development, this country was rated the happiest nation on earth. There was no problem with arresting a policeman who was corrupt. Today, we are beginning to criminalize free speech. Further, you find the National Assembly being proud of trying to pass a law which will put people in jail for five years for so called hate speech. The standard of judging what amounts to hate speech depends on who is saying so. If my dear friend, Sen. Wamatangi, goes to Kiambu and makes a speech which somebody feels that it is against him, because it is time to get their seat, the next day he may be declared to have uttered hate speech and the burden of proof is on you. During the NARC years, I do not think somebody would have thought of such a law. Former President Kibaki never complained at all, I do not remember of anybody abusing him and there were all kinds of people speaking all kinds of things.
