"content": "facts. Facts are stubborn. They do not run away. We will end our time as Senators but these facts will remain. We shall have to deal with them. I will deal with them in Kisumu County where these facts remain stubborn. Again, we have had four years of rogue governors who do not have good examples to emulate at the national level. They are copying the national level in the worst way possible because they are spoilt kids. The national Government just tries to please them at the Summit. The national Government should sit them down and tell them, “The way you are running counties is wrong.” That is the responsibility of the national Government. The Constitution says that the national Government has the responsibility to build capacity in counties. Sen. Wamatangi will tell you this. That is a law. Building capacity means you make people capable of doing the job they are doing. Those governors who have not been capable of doing the job they ought to do should be told so. I commend the governor for Wajir for establishing a system where one can track water. He has built 360 bore holes in record time. Wajir is the only county in North Eastern region which during this drought, animals did not die as much as they died elsewhere."
