"content": "In passing the Division of Revenue Bill 2017, cognisance of the provisions of Article 95(4) of the Constitution was taken into account. It specifically provides that: “The National Assembly- a) determines the allocation of national revenue between the levels of Government as provided in Part 4 of Chapter Twelve; b) appropriates funds for expenditure by the national government and other State organs; and, c) exercises oversight over national revenue and its expenditure.” In this regard, the revenue raised nationally is shared in accordance with Articles 202 and 203 of the Constitution. The Division of Revenue Bill, 2017 that was passed by this honourable House approved to share the total projected revenues of Kshs1,549,400,000,000 between the national Government, the county governments as well as the Equalisation Fund.
