    "content": "As I said earlier on, this is the first time - not in the history of the country – with the new and expanded East Africa Community (EAC) that Kenya is having a bicameral Parliament. We had the current EALA during the 10th Parliament when we had only the National Assembly. So, the rules had to be revised in order to accommodate the Senate. The Constitution says Parliament is the National Assembly and the Senate."
