    "content": "Hon. Deputy Speaker, I beg to second and thank the Leader of the Majority Party for taking up this Bill, on behalf of the Government, and helping us to see it through all the stages. It is a Bill I have been interested in. As a first-time Member of Parliament, I have been trying to move this same Bill for a long time as a Private Member’s Bill, but it did not get anywhere until the Leader of the Majority Party stepped in and helped to see it through. The people of Kenya will thank you for a long time because this is a Bill on human rights. Without your support, we would have been stuck in the process, and the Bill would have died.
