    "content": "Why I oppose the amendment is that this House gave the Independent Electoral and Boundaries Commission (IEBC) timelines. This amendment is introducing a new timeline that the IEBC must go around the country to test the parameters of service providers. That can take 60 days or 90 days. There are areas which do not have network. So, what are you going to test?"
