    "content": "Regulation 35 of the Draft Elections (Technology) Regulations, 2017 is amended by deleting the word “commission” and substituting therefor the words “The commissioner in charge of ICT or in his or her absence, the Director in charge of ICT” The import of this amendment is that leaving it open that the commission will chair is very amorphous. We have to have somebody accountable chairing that committee. This is a very important committee and just leaving it open like that, I felt it was not giving it proper anchoring. Therefore, this amendment is just to make sure that there is somebody accountable who will chair the committee."
