    "content": "I am ably guided, Hon. Temporary Deputy Speaker. I fully support and second this (Amendment) Bill. I believe it will address the challenges that we are facing. I also hasten to mention that the Jubilee Government has tried so much to improve on those challenges. I know the biggest room on earth is for improvement and there will always be provision for change. I am glad these changes are coming from our people who have looked at them while putting aside party issues. They want to make Kenya a better place to live in. If our security system is improved, all of us will have an enabling environment to engage in business, which will then generate income for the country. That income will make Kenya a better place to live in, in terms of infrastructure and all the other facilities that we require. I beg to second."
