    "content": "The fourth matter is on whether the High Court has powers to impede the National Assembly from exercising oversight over State organs as provided for under Article 95(5) of the Constitution. Hon. Members, in this regard, I will be guided by the provisions of Article 95(5) of the Constitution, which provides as follows: ―The National Assembly— (a) reviews the conduct in office of the President, the Deputy President and other State officers and initiates the process of removing them from office; and, (b) exercises oversight of State organs. Hon. Members, it is very important to note that the Constitution bestows this important mandate of reviewing the conduct of the President, Deputy President and other State officers and exercise oversight over all State organs on the National Assembly and not on any other State organ or arm of Government. The other arms of Government should, therefore, refrain from encroaching on this important mandate of Parliament."
