    "content": "I will now move to the object and subject matter of the Marrakesh Treaty. The Treaty will facilitate access to published works for persons who are blind, visually impaired or otherwise print-disabled. It has a clear humanitarian and social development dimension and its main goal is to create a set of mandatory limitations and exceptions for the benefit of the blind, visually impaired and otherwise print-disabled. What is the constitutional implication of Kenya ratifying the Marrakesh Treaty? The Marrakesh Treaty does not impose any amendment to our Constitution. The Treaty does not also have any effect on any of our national security interests."
