    "content": "Hon. Speaker, the Minority Party Whip and the Majority Party Whip are suffering. When the Quorum Bell was ringing, I was called by a journalist from one of the media houses to comment on a topical issue and then come back. However, I reminded him that I am the Minority Party Whip, and that in case the Bell continues ringing and we do not get enough Members to raise quorum, I would be held accountable. As the Minority Party Whip and the Majority Party Whip, we are having difficulties getting Members to raise quorum. At times, we have been forced to go to the kitchen to tell those people not to serve any hon. Member when the Quorum Bell is ringing, so that Members could come here and help raise quorum. This is the highest time they need to know. We were with the Leader of the Majority Party in London. We saw what happens in the House of Commons and the Congress. When the Quorum Bell rings, nothing continues. They leave everything they are doing to go back to the House to raise quorum. Thereafter, they continue with whatever they were doing. As we approach the general elections, the number of Members in the House dwindles. There is parking space all over Parliament Buildings because Members are at home preparing for the primaries.
