    "content": "Failure to raise quorum gives the false impression to Kenyans that the Members of this House are in a panic for re-election. This is something that needs to be addressed. I am sorry to say that many Members of this House stay away from their constituencies until when the general elections are on the horizon. That is when they suddenly wake up and panic. We must find a balance between our responsibilities in the constituencies and in this House. The matter is so serious but I beg you to refer it to a committee of legal experts to look at it so that we find a resolution. Indeed, it is a serious issue."
