    "content": "Thank you, Hon. Deputy Speaker. I join my colleagues in recognizing that devolution has created milestones in our country. If there is something we will live to remember and pass to generations to come, then it is devolution. Since Independence, this country has not been equally funded; distribution of resources was not done equitably. However, with the coming of devolution every Kenyan is enjoying its benefits. Devolution has changed the face of this country. Wherever you go in this country, you will see the impact of devolution.
