    "content": "Thank you, Hon. Deputy Speaker. From the outset, I want to support the Report of the Committee. We should be able to approve it. Looking at the Committee’s findings and the time we have had devolution, they are quite interesting. We should implement what they have recommended. As mentioned, there are a lot of weaknesses in the current dispensation, hence the need for us to establish a committee that will be doing various things for this House. I have been very frustrated because there are no linkages between us and the national Government on one hand, and between us and county governments on the other. For example, in the last financial year, I had a vision for my people. I wanted to have modern kiosks. I have worked in various Government institutions before and I am a former Managing Director of the Tana and Athi River Development Authority (TARDA) and the Lake Basin Development Authority (LBDA). With that background, I thought my people would benefit from what I wanted to do. I wanted to have modern kiosks for them.
