    "content": "A huge percentage of the budgetary allocation to the county governments is used for miscellaneous expenditure and does not serve the needs of those at the grassroots. Hence, if somebody comes up with a formula of increasing the money allocated to the counties, the public will look forward to seeing a higher percentage allocated to the counties not knowing that things will remain the same. There will be duplication of roles and duties in the counties and the competition between governors and the national Government staff will continue."
