    "content": "A committee should be formed to oversee and streamline some of these activities where there is duplication. We inherited them from the CIC and the Transition Authority which were designed to oversee the transfer of assets and staff in the counties. On the issue of the 30 per cent staff who are supposed to be employed by the counties, I do not see any of them at work because counties employed the local people. This means there will be monopoly of employment in the counties given the fact that outsiders might not have opportunity to work and enjoy the national cake outside their counties."
