    "content": "Thank you, Hon. Deputy Speaker for giving me an opportunity to comment on this very important Motion on the CIOC and the issues relating to counties. I sit on the Departmental Committee on Agriculture, Livestock and Cooperatives and there have been a lot of issues because agriculture is devolved and there is still also a national role, among other things. In many other areas where devolution has taken place, you find that there have also been pending issues like in the health sector.
