    "content": "Thank you so much, Hon. Deputy Speaker. I beg to reply. First of all, I want to thank all the Members for their contribution. They have stated the reason why we should have this Committee in place. We have taken into consideration their proposals and their pieces of advice. As a Committee, I promise that we will go through those proposals and make necessary amendments. As the Members have stated, devolution is the heart of development and equal distribution of resources in this country. All of us will live to remember the Constitution that we enacted recently, which is progressive. All over the world, people say that Kenya has a progressive Constitution because of devolution. Our resources are limited, but as we distribute equally to all the counties, this country will have rapid development.
