    "content": "Mr. Temporary Deputy Speaker, Sir, let me begin by thanking the Committee for their hard work in trying to catch up and bring up to date the Public Accounts Reports. I want to support this report of the Public Accounts Committee. I want to thank the Committee for doing a good job. I have been in Parliament for eight years. This is my second term. In my first term, there was a Chair to the Committee called hon. Omingo Magara who tried to do what this Committee has done. I think the last two Parliaments have really tried. The issue of public plunder is one that this country must take seriously if we want to move from a Third World to a First World country. We, as a country, are poor because of the plunder and theft of public resources. If you look at any Public Accounts Committee (PAC) report, the recommendations are never followed. The recommendations are never taken by the successive Governments."
