    "content": "We also recommended that Eng. Kamau, the suspended Cabinet Secretary, should be held individually responsible for his failure of not following through and ensuring that a deed of settlement is entered between KAA and the World Duty Free Limited. He was the Accounting Officer in that Ministry and should have stopped the process which was flawed from the initial stages before the taxpayer lost a lot of money. He is the person who was supposed to protect the interests of the public in that particular institution. So, we felt that he should be held responsible, answerable and accountable to this republic despite his suspension from the Ministry.
