    "content": "On a point of order, Mr. Deputy Speaker, Sir. I quite agree with you that the Standing Orders demand that one should not impute improper motive on an hon. Member without the due process. However, in view of the fact that the supreme law of this land, the Constitution of Kenya, provides that appointments in public sector will put into consideration regional and ethnic balance, how does the Chair want to guide this House because apparently, what was driving hon. C. Kilonzo was a desire that the new Constitution of Kenya be respected by all these Ministers? When you challenge us to then move a substantive Motion, since they are so many of them, are you tempting us now to move a Motion of no confidence in the entire Government?"
