    "content": "I think what the Vice-Chair is trying to say is that, if you want to invest in LPG storage facility, you will get some waivers when you buy the material for that investment. But because KPC wants to build, there is a waiver on that. The intent is to make sure that when we have a local LPG facility in our country, the price will then go down as opposed to importing and keeping the ship in the high seas. In this amendment, the Vice-Chair is saying that we encourage investors who want to invest in LPG, including KPC."
