Temporary Deputy Chairlady, I beg to move: THAT, the Bill be amended in the Schedule by deleting the items relating to the Kenya Information and Communications Act, 1998 (No 2 of 1998). That is because there are ways of dealing with transparency in the provision of premium rate services. The best of which would be promulgation of specific regulations in relation to Content Service Providers (CSPs) who are also licensed providers of premium rate services in Kenya, and their engagement with mobile network operators. For the CSPs, somebody should decide their premium rates and that is why it should be deleted and we put regulations in place."
