    "content": "Mr. Deputy Speaker, Sir, I mentioned that only 44 districts are covered. Just to mention a few, for example in Nyanza Province we have Migori, Gucha, Suba, Homa Bay, Kisii Central, Bondo, Nyando, Kisumu West, Kuria and Siaya districts. The amount we have is only Kshs530 million, and it cannot cover the whole country. I just want to mention that the number of elders who are supposed to be covered are 606,065 males and 992,573 females, giving a total of 1,198,638. The number we have covered is only 33,000, which is far much below the almost 2 million."
