    "content": "Thank you, Mr. Deputy Speaker, Sir. I wish to thank the Petitioner for exercising his right to petition this House. Considering that this House is coming to the end of its tenure, we must ask ourselves if the County Public Accounts and Investments Committee (CPAIC) looked at the issue of pending bills across all counties. If this House had more time, we would have received 1,000 similar petitions. This is because thousands and thousands of youth and women who were given contracts like this one that cost Kshs900,000 and the job was completed in June 2014, have not been paid. It is a pity some of them have been auctioned. We, as a House, have not done a favour to contractors, particularly the youth and women who are being frustrated by the county governments. I do hope that there will be solid recommendation out of this and that it will not only be restricted to this particular case, but many similar cases across the country. I do pray that CPAIC will bring to this House their report. We need to understand the pending bills across the counties, particularly those owed to women and youth. This may be the final contribution that we will make to the hundreds and thousands of youth who are currently suffering in our counties."
