This is because it brings into focus the plight of entrepreneurs who have conducted business with county governments, but have had their businesses collapse because of non-payment on the part of the county governments. This case is replicated all over the country. In this particular case, imagine a young company which has completed its part of the contract, in fact, they have obtained a completion certificate, but they have not been paid a whooping amount of Kshs900 million.
