    "content": "Mr. Deputy Speaker, Sir, even when you were reading the Petition, we shared with my colleagues here that probably the petitioners need to go to court and that is what you and others here have also said. However, it is important that this petition comes to the Senate and even goes to that Committee because it is a reflection not just of Machakos County but something that is happening in all our counties on issues to do with procurement, delayed payment of contractors. It is very unfortunate when it involves women and youth, when we say we have allocated 30 per cent to them and then delay in paying them.
