    "content": "With erratic rainfall patterns, insurance companies would come in and cushion farmers from completely losing their produce. Under the Ministry of Agriculture, Livestock and Fisheries, we have introduced an animal insurance cover. We saw what happened last year when a dry spell lasted for a very long time. Quite a number of farmers were compensated because of the effects of the dry spell. I am sure the farmers who lost their animals because of the bad weather must have been happy because they were insured. I do not want to take very long because this is a very short Bill. I thank the Mover, the Leader of the Majority Party, and also the Government for having brought this Bill and having thought about improving the Insurance Act, so that it can play a better role than it has played before.
