    "content": "the Commission to the Inspector-General of Police; powers which the Constitution had given the Commission - powers to transfer police officers. I suggest that in future in this House that matter be looked into so that powers to transfer police officers of whatever rank be vested in the National Police Service Commission as was desired by the writers of our Constitution. My friend Hon. Millie Odhiambo is there and I am sure she was very instrumental in the writing of this Constitution. I am sure she will agree with me that it was the intention of the framers of this Constitution that police officers be protected from the whims of senior officers in the Service so that their welfare, transfer and disciplinary action be addressed and taken care of by the Commission which is a body under the Constitution and has a tenure of service."
