As you know - and we have raised this matter on a number of occasions - the Division of Revenue Bill divides revenue vertically; between the two levels of Government. You, as the National Assembly, have already passed the Appropriation Bill. But, the counties have not. Hon. Mutava Musyimi is raising the issue as to where do we go from here.
