    "content": "Then there is the issue of limiting the freedom of movement of a person convicted of an offence under it and sentenced to imprisonment. It is a good thing, but we need to be careful about it because we do not want a council out there that can sit and say so and so has committed a certain offence and, therefore, the Council decides he is not going to move out of the country or to do this or that. We just need to look at this carefully and not holistically by saying that we want to limit freedom of movement. Freedom of movement is guaranteed in the Constitution and this Bill must acknowledge that."
