    "content": "Thank you, Hon. Deputy Speaker for giving me the opportunity. I rise to second the adoption of this Report. Let me start by saying that this is an extremely important Bill. It may probably be the biggest legacy that the 11th Parliament leaves in this country. This is because prior to the enactment of this Bill, we have been working with the Public Health Act which was enacted long before Independence probably in the 1940s. At that time, it did not even recognise the existence of Ministers for Health. It only recognised the Director of Medical Services and the public health officers. That Act did not even recognise the existence of private practice or provide health institutions."
