Speaker, the Committee determined that in light of its decision that independent candidates will not be entitled to be nominated for the present election to EALA, it was not necessary to make a determination on the complaint of a matter of their eligibility as raised by the Hon. Leader of the Majority Party in the National Assembly. The other observation is that for the future, there was need to amend rules so as to make clear and unequivocal provisions on the matter of nominations and election of independent candidates and, more so, in light of Article 99 (1)( c) of our Constitution, which requires that in respect of independent candidates, while seeking an election to the National Assembly, the candidate must be supported by signatures of 1,000 registered voters in the constituency and, in the case of an independent candidate seeking an election in the Senate, 2,000 registered voters in the county."
