    "content": "Thank you, Hon. Temporary Deputy Speaker for giving me the chance to make my contribution on this Report. I want to be clear at the outset that I oppose this Report before this House for several reasons. One main reason for opposing this Report is that the Committee did not read the entire ruling of the East Africa Court of Justice. As a House, we need to uphold the rule of law. If we continue debating this Report and the recommendations which have been given by the Committee, we are doing an exercise in futility. Sometimes it baffles me when a Committee just sits down and makes recommendations which are completely unlawful and yet we are a lawful House.
