    "content": "Mr. Deputy Speaker, Sir, it is true that our officials were not involved. This is because the only licence that we give in the Ministry is the EIA licence. It is given upon application and recommendation from the county council. However, a county council can issue a quarry licence and that is not within the docket of the Ministry. The Office of the Deputy Prime Minister and Ministry of Local Government authorizes quarrying. However, we give EIA licences. We gave that licence upon application on 11th November, 2010. However, prior to that, it was not in the knowledge of the Ministry."
