    "content": ", sugar and batteries. But you find that nobody has gone in, investigated that and found what the extent is and how it is affecting industries. The Agency is in the right way. It also indicates that it will initiate and conduct public awareness and training of stakeholders on its function and what it can do. I remember when there was an attempt to actually stop the mitumba importation. There was a big outcry, but we did not have the courage to educate our people. We just went back as all our industries died. The powers of the Agency are impressive. It has the power to find the link between dumping, subsidy and the injury to our industry. It can establish whether there is direct loss of business and whether there is true loss of jobs. We can now clearly quantify and see what is happening to our industries. It has the powers and it has provided for safeguards. This is really impressive. In conclusion, as we protect our industries, we also must be competitive. We must look at the area of corruption in industries like the sugar industry. Sometimes, those industries grind air. People see that so many tonnes of sugar were ground. They just cook figures, people are paid and yet, no sugar was produced. Obviously, our production costs will be very high. I support this Bill and ask my colleagues to support it. We need to expedite this Bill so that it can come into effect."
