"content": "Hon. Temporary Deputy Speaker, thank you very much for giving me this opportunity which I have really been looking forward to, to make my voice heard in this very crucial Bill. Firstly, I want to congratulate my good friend and neighbour, Hon. David Ochieng, for coming up with this very historic Bill, if I may call it so. This Bill has come at the most opportune moment in the history of this country. Before I delve into more details, I want to state that nations or countries, by nature, are inward-looking. Why do I say so? They are inward- looking because they are purposefully in place to protect the interests of the citizens over whom they are in charge.
