Members, I beg to move the following Procedural Motion:- THAT, this House resolves that the Constitution of Kenya (Amendment) (No.6) Bill (National Assembly Bill No.65 of 2015), which was read the First time on 17th December 2015, be exempted from the provisions of Standing Order No.141(2)(b), which provides that: “A Bill in respect of which the Second Reading has not been concluded at the end of two consecutive Sessions of the same Parliament shall lapse at the end of the Second Session and may be republished in the same or different form in accordance with Standing Order No.114”."
