    "content": "and provide an opportunity for the youth of this country compete competitively. Competition is stiff. It ensures that people are not used to being given things on a silver platter. They will go out there and compete effectively among the many millions of young Kenyans who will be participating in this. There is no clear guideline on how they are going to implement it, but as it goes to the Committee of the whole House, some of those things will be clearly outlined. The current management of the President‟s Award has been extremely strict. It takes six months to do a bronze award that develops a sense within a community of people who care about their environment, who care about people they are working with and who will be responsible for others within their environment and community. If we did this within this country, we will have a more caring generation and we will not have the levels of poverty we have within our neighbourhoods. This will be a great saving to this country. The inclusion of public servants will hopefully go into the National Honours Act that establishes its procedures and mechanisms and expands the group of people who will be involved. This will help our people become great participants in the development of this nation."
