    "content": "In Clause 17 of the Bill, we are encouraging local manufacturers and assemblers of vehicles in Kenya to use more local materials than imported materials. We are, therefore, saying that if you have a local content equivalent to 50 per cent of the ex-factory value of the motor vehicles, you will have the advantage of being exempted from tax."
