    "content": "Hon. Chairlady, that is exactly my point. The rules of this House, backed by customs, traditions and usages, say that you cannot alter a Bill or a Motion as it were to an extent that it alters substantively the original intent and character of that proposed legislation. I have a lot of respect for the Chair of the Departmental Committee. However, I am perturbed by the litany of amendments; there are many of them. They are actually threatening to turn the Bill into a purely administrative instrument and robbing it of the punch and the effect that motivated the Bill. I have been fortunate to be part of the previous deliberations on this Bill. I know that the proposed Bill by my brother, Hon. Neto, is a brilliant attempt to introduce a human rights angle to the manner in which we deal with refugees. Some of these amendments will rob the ultimate piece of legislation of its original intent. We may need some guidance from you on this one, Hon. Chairlady."
