    "content": "Mr. Deputy Speaker, Sir, when this Question was brought to the Ministry, we were of the same view as hon. Mututho has just stated. We wrote to the Clerk of the National Assembly, indicating that this matter fell largely within the Ministry of Environment and Mineral Resources, because of the environmental issues that cut across the Question. However, we were instructed to proceed and answer the Question to the best of our ability, and that is what I have done."
