    "content": "Of course, it is very paradoxical that the sponsor of the Bill, who is my friend, is opposing his amendments. So, I oppose the proposal by the sponsor, Hon. Neto. We need an appeals board that takes care of all professionals. He called it omnibus. We need an omnibus in this context, this being a sensitive issue. We need as many participants as possible. I also want to inform Hon. Members that it was a collective decision that we have this appeals board or omnibus of over 20 stakeholders. So, I oppose the sponsor and propose that we maintain the amendment to Clause 11."
