    "content": "Hon. Speaker, I am rising on a point of order because there is a very important issue before this House. I want to ask you to guide the House on what is on the Order Paper. Without anticipating debate, I have seen some amendments which might contravene the Constitution. This is the Finance Bill. In my understanding, the Finance Bill is a Money Bill. The prosecution of Money Bills is guided by Article 114 of the Constitution. If, indeed, the Finance Bill is a Money Bill, then it will only be dealt with by the relevant Committee of the House in consultation with the Cabinet Secretary (CS) in charge of finance. I want to ask you to guide this House on the amendments which will be brought in the Committee of the Whole House. Without anticipating debate, if the amendments which have been proposed do not pass the test of our Constitution, then I seek your guidance on how we will proceed with this matter. I stand to be guided."
